The fourth point is as to the best means of manning the launches, of whom the crews shall be composed, and how they are to be obtained.
We are of opinion that it would not be wise to instruct these men in the art of warfare, as the experience of former wars has shown their knowledge might be brought to bear against ourselves. We recommend that the Water Police, augmented by Europeans, shall form the nucleus of a small body of Volunteers, to be raised as now among Europeans in the Colony. That this force shall consist of one Commandant, one Lieutenant, one Instructor of gunnery, and four petty officers, with a peace complement of 30 men, and during war 40 men.
